Robbers get bold when they know shopkeepers are not allowed to have any weapons to defend themselves with. From the article’s comments:
My local cornershop guy kept a stick behind his counter for this reason. The police told him if he hit any robbers he’d be arrested!
It almost looks like the authorities in Britain see criminals as allies in keeping law-abiding folks intimidated and submissive.
